Position Summary

The Regional Vice President (New York City Metropolitan Area) will lead regional operations, business development, and project delivery across the NYC market. This role combines executive leadership with hands-on project oversight and strategic client engagement.

The ideal candidate is a proven seller/doer who can identify, bid, win, and manage complex projects while providing mentorship and oversight to office, field, and laboratory teams. This role requires strong knowledge of QC testing and inspection processes for heavy civil and public works infrastructure, along with deep leadership experience and strong financial acumen to ensure operational performance, profitability, and client satisfaction.


Key Responsibilities

Leadership & Operations

  • Provide senior oversight across regional operations, including office, field, and laboratory personnel
  • Manage regional financial performance, including P&L ownership, budgeting, and monthly invoice review
  • Lead hiring, staff development, training, and mentorship to build a high-performing team
  • Ensure compliance with safety programs, company standards, and applicable codes and specifications
  • Drive operational consistency and continuous improvement across project execution and service delivery

Project & Technical Management

  • Serve as Project Manager on large, complex projects, ensuring high-quality and timely delivery
  • Review and interpret project plans, specifications, and testing/inspection requirements
  • Manage testing and inspection scopes for earthwork, concrete, HMA, and structural steel
  • Oversee project execution, QA/QC processes, and coordination with clients and contractors
  • Review contract terms and conditions related to inspection and testing services
  • Prepare and negotiate change order requests; monitor accounts receivable and support collections as needed

Business Development

  • Act as a seller/doer by identifying, pursuing, winning, and managing key regional opportunities
  • Build and maintain strong relationships with public agencies, contractors, developers, and consultants
  • Represent the firm at industry events, associations, and community engagements
  • Collaborate with executive leadership on growth strategy and market expansion across NYC

Knowledge, Skills & Qualifications

Education & Experience

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field and 10+ years of progressively responsible experience in heavy civil construction or materials testing/inspection
  • Equivalent experience may be considered in lieu of a degree
  • Significant experience working in the NYC market required

Technical Expertise

  • Strong understanding of heavy civil and public works projects (bridges, roads, water/wastewater, infrastructure)
  • Working knowledge of QC testing and inspection processes for earthwork, concrete, HMA, and structural steel
  • Ability to interpret plans, specifications, and technical testing requirements
  • Familiarity with the NYC Department of Buildings Special Inspections Program strongly preferred

Leadership & Communication

  • Demonstrated ability to lead multidisciplinary teams and manage senior-level stakeholders
  • Strong written and verbal communication skills with the ability to build trust and influence outcomes
  • Ability to lead meetings, resolve conflict, and drive alignment across diverse teams and client groups

Analytical & Organizational Skills

  • Strong problem-solving and decision-making capabilities
  • Ability to manage multiple priorities and maintain schedules in a fast-paced environment
  • Comfort with business math, budgeting, and operational financial oversight
  • Knowledge of volume/area/tonnage calculations for construction and materials scopes

Technology

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, Teams, Project)
  • Comfortable adopting new tools, systems, and technology platforms

Licenses & Certifications

  • Valid New York Driver’s License with a clean driving record required
  • NY PE (Civil) and/or relevant certifications (ICC, AWS, NICET) preferred but not required
